REVENUE IN ST R U C T IO N ^ '
The Honourable the LieuteijaDt: Goyerfipr. in* ©ountil having taken into mature
consideration th e sta te o f the Land'Revenue o f this Island, and being. impressed -with
ihe-necessity o f establishing one uniform, equitable, anfl adfetjuate systemfar its assessment
and realization, has been pleased to 'direct that the following iilstPuctiOns be
sent to the Residents, “Gblfectors, and »other-officers,’ to whom are,icdfisigned the charge
o f the several provinces under his authority.
I-.yTt is the object o f government to separate, in a great measure,' thq'ireVejfie
from the judicial branches o f the internal administration, it being deemed that aiaor4
lucid and simple arrangement o f the public business_will be formed thereby
the relieving the residents from a part o f their at present too extensiveJand pomplicated
duties, w ill ensure so much easier and better ex ecu tion'o f the remainder, as^fully^'lo
counterbalance any additional expense that may_be incurred by "the^a|dprfian^of^Be
measure. ■
2. For this purpose it has been-resolved, that collectors shall be appointed' injfeerr
diately to the various districts, whose office shall consist in the sole and entire superintendance
o fthe land revenue, and to whom therefore shall be made over b y therejnaeKfg

introduction o f separate collectors, to attain uniformity. But, in the mean time
particularly .'enjoined to such residents as are continued 'in this dbuMe,capacity o f
revenue and ju d ica l superintendants, to take due care that these several branches,!^
not blended in the execution, but that each part o f their duty be discharged according
to the department to which it belongs, and that their several proceedings berecordedin
their proper departments only1, distinct from all others.
4 . A similar line o f conduct will be observed in the maintenance o f the establish«
ments necessary for carrying on the business of"these several departments ; these
establishments being kept as-much apart, and as much confined to their distinct
details', When the 'duties ' o f 1 collector and judge and magistrate are exercised by
the same person, as when there are different officers appointed for the superintendance *
o f each. *
