This bird, described by the late Lord Tweeddalc (/. G.), is a rcpreseatativc form of
P . panini, and differs in not having the perpendicular grooves on the lateral plates of the
maxiUa, these being smooth, and also by having the grooves on the mandible straight instead of
curved as in P, panini. The bill is altogether less powerful. The abdominal region and under
tail-coverts are coloured like the breast, and not rufous as in its ally; and the rcctrices have
a black band at their insertion. Lord Twceddale states that " in one example some of the black
upper tail-eoverts are tipped and mai'gincd with dirty rusty. An old Surigao female has
several of the secondary quiUs mai-gincd with ferruginous. A young Surigao male has a small
part of the outer webs of the fourth, fifth, and sixth primaries edged albescent. An old Surigao
male has the thigh-coverts, ventral region, and under tail-coverts pale rufous, and most of the
upper tail-coverts as in P. fanini, otherwise as in typical affinis. In a Butuan and a Surigao
male, the middle pair of rcctrices, with the exception of the basal black band, arc rufous
throughout, the normal black terminal band being only indicated by black blotches. The new
rectriccs are pale fulvous white (instead of ferruginous) when they first come in. Tlic number of
grooves on the mandible varies from three to four. The extreme altitude of the bill, ending at
the nostril, is I'OO inch, whereas in P. panini it is 1"37.
