 "Whether these  sturdy and  life-long  British colonists  
 can he  obtained for the Transvaal, to till its waste lands,  
 increase  its  population,  and  develop  its  industries,  or  
 whether the Republic is  still  to he only a pastoral community, 
  dependent on its  auriferous quartz for an influx  
 of foreigners with an uncertainty of speculative revenue,  
 is  for the Boer and Hollander to  decide.
