having the full privileges of ordinary members, and this
could be made to in no way interfere with the present
system of colonial government.

can he obtained for the Transvaal, to till its waste lands,
increase its population, and develop its industries, or
whether the Republic is still to he only a pastoral community,
dependent on its auriferous quartz for an influx
of foreigners with an uncertainty of speculative revenue,
is for the Boer and Hollander to decide.
