The principal regulations were as follows: That only
£.250,000 ihould be annually lent on eftates, above what was
already advanced; that the eftates already mortgaged Ihould,
on failure of the payment of one year’s intereft at the appointed
time, be immediately fold by audtion, the debt to the bank difcharged,
and the remainder paid to the proprietors; that the loan
on the mortgaged eftates ihould not be continued when the faid
eftates were fold or transferred without the confent of the bank ;
and that on the fucceffion or transfer of fuch eftates two per
cent, of the mortgaged property ihould be paid to the bank.
The independence of the bank on the crown was ftill farther
eftabliihed by the diet of 1784, which fettled the following regulations
:
A committee of revifors was appointed for the purpofe of fu-
perintending and infpeiting the accounts. This committee con-
fifts of a certain number of perfons chofen by the three houfes
o f nobles, clergy, and burghers, from their refpedtive orders,
who continue in office till the meeting of a new diet, when they
are either renewed or confirmed. They aifemble once every
three years, and continue fitting not more than a month. They
infpeft the general ftate of the bank, compare the accounts of
the diredtors, and oblerve that no abufes have been committed,
and that the regulations of the ftates have been followed^

But as by the new conftitution the calling of the ftates entirely
depends upon the will of the king, and as a great length of time
might elapfe in the intervals of the diet, it was carefully provided,
that the crown Ihould not have the fmalleft part in the appointment
of a vacant revifor’s place. The mode of election is as
follows:
Of the nobles the vacant place is filled by the remaining noble
revifors, and by certain deputies nominated by the houfe of
nobles at the diet, who continue eledtors Until the meeting of
the next diet.
On a vacancy among the ecclefiaftical revifors, the clergy o f
Stockholm notify the vacancy to the confiftories in each province,
and appoint the day o f eledtion. The new revifor is choien by
the majority of the feveral confiftories.
On a vacancy among the revifors of the order o f burghers, the
magiftrates of Stockholm notify in the fame manner the vacancy
and day of eledtion to all the borough towns; which likewiie
choofe the new revifor either by deputies or letters.
