But it is to be feared, that thefe great plans of interior civilization
and improvement have been interrupted by the expenfive
war with Turkey and Sweden.

Additional Remarks on the Population, Revenues, and Army of
Rujfia.
IT was not without the utmoil diffidence, that in my former c h a p .
volumes * I ventured to attempt conveying a general idea of _ 1
the population of the' Ruffian empire, without having been able
to procure any certain documents upon fo complicated a fub-
jeil.
Having fortunately obtained, during my fecond journey to
Ruffia, the following table of the peafants. aiTeifed by the poll-
tax, in 1782, I can now lay before the reader, with greater?confidence,
a more exadt ilatement of the inhabitants which com-
pofe the Ruffian empire; and can feel myfelf juflified, that in
my former account I did not exaggerate,, but rather decreafed
their real number.
It is neceffary to obferve, that by a late regulation the peafants
of Livonia, and of the Ukraine, and of the provinces conquered
from Sweden, now pay the poll-tax, which enables us to ascertain
their numbers with a greater degree of certainty.
