of St. Peteriburgh, Revel, Riga, and Wiburgh, was, in 1782,
extended to thofe parts of the Ruffian empire; and the other
taxes paid by the peafants were aboliihed.
This alteration has greatly benefited the public revenue; and
the poll-tax is confiderably more productive than before, not
only from this circumftance, but alfo from the increafe in the
number of peafants fince the revifion of 1764.. And as fome
peafants are aflefled at more than two roubles,, and others at
lefs than one rouble, we may perhaps place the average tax paid
by each peafant at a rouble and a quarter. From this computation
the poll-tax produces 15,435,000 roubles, or nearly double
its former produce.
Secondly, The cuftoms have been confiderably increafed;
thofe of Narva, Riga, Revel, and Archangel being placed upon
the fame footing as thofe of Peteriburgh, and additional duties
having been laid on the exports and imports.
From thefe and other augmentations we may venture to give
the following ftatement of the Ruffian revenues in time of
peace.

But while we ftate the augmentations of the revenue, we muft
likewife not omit the increafe of the expenditure fince 1776,
by the eftablifhment of the new governments, and the foundation
of the public fchools, which cannot be eftimated at lefs than
5,000,000 roubles, or nearly £ . 800,000.
The account of the Ruffian army, in my former publication,
was ftill more defective than the ftatement of the population
and finances; and, in my fecond tour, it was not without the
greateft difficulty I could procure the following lift of the regular
troops on the peace efiabliihment.
