book defirous o f affixing to the term the European fenfe, i t was
— ' confidered as an innovation, and was productive of more
negotiations than would have been requifite for the termination
of the moft important ftate-affair. After many delays
and objections, the principal courts o f Europe confented,
.about the year .1722, to addrefs the fovereign of Ruffia with
the title of emperor, without prejudice, neverthelefs, to the
other crowned heads of Europe

* Many authors have erroneoufly advanced,
that the Engliih embaffador Lord
Whitworth, foon after the battle o f Pul -
ctava, gave, by order o f queen Anne, the
•title o f emperor in its European fenfe to Peter
the Great. But the following extraits,
in a difpatch o f lord Carteret to Sir Luke.
Schaube* the Engliih minifter at Paris,
-which fell under my ■obfervations fince' I
.had finiihed the account in the context,
will fiilly contradiil thefe alTertions ; and
are here inferted., becaiife they will help to.
•throw further light upon this fubje'it. The
united provinces and the king o f Pruffia had
-already, in 17 1 1 , acknowledged Peter’s right
.-to the-title o f emperor : but the courts o f
London and Paris withheld their coafent.
During the negotiation pending between
thofe courts and Peter, fevëral difpatches
palled between lord Carteret, fecretary o f
ftafe, ■ the cardinal' Dubo'is, and Sir Luke
Schaube, Engliili minifters at Paris.

donnoit c e titre. Les Mofco-

lors. Quand my lord Whit-
worth, et Mr. l ’amiral Norris
fùrent chargez d’une commiffion
auprez du czar à Amfterdam,
ils n’eûrent que des lettres de
cachet, dont le ftile étoit votre

firent d’abord quelque fcrupule,
mais n’y infifterent pas.
